You raised an important concept:

Does the system encourage marginalized individuals to seek better opportunities and become happier and more capable? Or does it encourage vulnerable marginalized individuals to wait for assistance and encourage stronger marginalized individuals to flee their current situation?

A common comparison is between unemployment benefits and active labor market policies (ALMPs). Because structural productivity growth relies on the efficient movement of labor to high-productivity sectors, ALMPs can prevent the depreciation of human capital, promote skills accumulation, address skills shortages, reduce social costs, and improve overall economic efficiency. Equilibrium effects have spillover benefits for both direct participants and the economy as a whole.
